Potholes = Safe Speeds?

I knew a gal from Kenya who liked to quip that you could always spot a drunk driver in her country because they were the only ones driving straight, not swerving around potholes. Seems that the small English village of Navestock, some 25 miles northeast of London, is also looking into the benefits of potholes and their effect on slowing down traffic.

While the idea might have some merit, I imagine that the only true beneficiaries will be local car dealers and mechanics.
