Euro to US Astra Converstion Savings: Spend $100 Million, Save $900 Million

Automotive News, that wondrous oracle of all things automotive, has a new soundbite from Maximum Bob where he is quoted as saying that the Euro Astra's "Adaptation to American requirements cost less than $100 million." According to the article, developing a North America Astra separately would have cost another $900 million, or at least that's how I read it.

My question? Would it have cost another million to get top tether child restraints on the back seats that didn't pillage your cargo?

Lutz says that the Astra is still profitable at today's exchange rate, but if things continue the way they have it will become a charity case.
