What George Bush taketh away, Barack Obama may giveth. Last year the Environmental Protection Agency denied California's bid for first-in-the-nation greenhouse gas limits on cars and trucks, stating "The Bush administration is moving forward with a clear national solution — not a confusing patchwork of state rules." Contrasting that viewpoint, President-elect Obama had stated in campaign speeches that "Effectively tackling global warming demands bold and innovative solutions, and given the failure of this administration to act, California should be allowed to pioneer."
Experts expect the Obama administration to reverse or undo a number of President Bush's actions and executive orders in short order. Giving California the permission to regulate greenhouse gas emissions in vehicles may be one of the first strokes of the new President's pen.
